Joyful Alliance Backs Asia’s First Net-Zero Resort with US $2.2B

Joyful Alliance, a Singapore-based investment firm, has proposed a landmark sustainable destination project in Japan. The Wakayama Integrated Onsen Resort, positioned to become the world’s first zero-carbon tourism destination backed by a USD $2.2 billion investment.

This is in partnership with the Wakayama City Government. Both parties signed a memorandum of cooperation on October 17, marking the start of a transformative collaboration aimed at positioning Wakayama as a global model for sustainable tourism.

The proposed investment seeks to leverage Wakayama’s natural hot springs, cultural heritage, and strategic location near Osaka. It aims to be establish a green, smart, and carbon-neutral resort and is expected to attract millions of visitors annually. Situated just 30 minutes from Kansai International Airport, the project will integrate modern entertainment offerings with Wakayama’s iconic onsen tradition.

Joyful Alliance is backed by family offices in Hong Kong and Singapore and focuses on green investment, sustainable infrastructure, and asset management. To deliver the Wakayama vision, the firm has convened an international consortium:

  • Green Matter Hub will lead the supply of low-carbon construction materials and intelligent energy systems.
  • CMA Testing will ensure full alignment with international sustainability and quality standards throughout development

Simon Chua, Executive Counsel for the Wakayama City Urban Regeneration Corporation, described the initiative as a “transformative investment opportunity. He also added it reinforces akayama’s cultural and environmental strengths.

Thomas Tin, Managing Director of Joyful Alliance, emphasized that the project will “generate tens of thousands of jobs in surrounding areas and lead the global industry with zero-carbon innovation.”

Ms. Sherleen Tay, General Manager of Green Matter Hub, highlighted the partnership’s use of digital carbon-tracking and certification systems to achieve verified carbon neutrality.

Ryan Lau, Representative of CMA Testing, affirmed the company’s commitment to ensuring “international compliance and local environmental stewardship” in every phase of the project.

The Wakayama Integrated Onsen Resort aligns with Japan’s broader sustainability agenda and regional ambitions to build climate-resilient, high-value tourism ecosystems.
