Gujarat Launches 2025 Integrated Clean Energy Policies

In a push for sustainable development, Gujarat Chief Minister Bhupendra Patel today has a comprehensive set of “next-gen” energy policies.

Marking Good Governance Day, the state officially launched the Integrated Renewable Energy Policy 2025, the Green Hydrogen Policy, and a dedicated Pumped Storage Policy.

The 100 GW target:

The primary focus of the Integrated Renewable Energy Policy 2025 is to propel Gujarat past 100 GW of renewable capacity by 2030.

The new framework merges solar, wind, and hybrid projects into a single regulatory ecosystem. A key digital update is the Akshay Urja Setu portal, which allows developers to secure grid connectivity on demand, significantly streamlining project launches.

Grid stability:

A significant departure from the 2023 policy is the elevation of battery energy storage systems (BESS) to a core pillar. To ensure a resilient grid, the policy incentivizes co-located storage units with renewable plants. This is supported by the new pumped storage project (PSP) policy, which aims for 75 GWh of long-duration storage by 2035 to manage peak demand fluctuations.

Global green hydrogen hub:

The Gujarat Green Hydrogen Policy 2025 sets a target of producing 3 million metric tons per annum (MMTPA) by 2035. To attract global players, the state is offering a 20% capital subsidy for electrolysis-based projects and a single-window clearance system for all hydrogen-related approvals.

Investment and jobs:

Government estimates suggest these integrated policies will attract ₹5 lakh crore in investment and generate roughly 6 lakh jobs. Beyond traditional solar and wind, the 2025 policy also opens doors for pilot projects in geothermal, ocean energy, and agrivoltaics, diversifying the state’s green portfolio.

Speaking at the launch, the chief minister said, “The era now belongs to solar, wind, hybrid energy, and green hydrogen. Gujarat had anticipated this transition well in advance. Our vision is to ensure a rapid transition toward clean energy systems, addressing climate challenges while creating a future-ready energy ecosystem for a ‘Viksit Gujarat’.”
