Maharashtra has officially cemented its position as the undisputed leader in India’s green building movement, driven by aggressive government policy.

The state, led by cities like Mumbai and Pune, now boasts the highest number of registered green projects in the country.

Incentives powering the green transition:

The state government’s proactive policy framework is the key engine behind this massive shift toward sustainable construction.

The Urban Development Department offers attractive Floor Area Ratio (FAR) incentives tied directly to IGBC certification levels:

• 3% Additional FAR: for Silver-rated buildings.
• 5% Additional FAR: for Gold-rated buildings.
• 7% Additional FAR: for Platinum-rated buildings.

Furthermore, the Public Works Department (PWD) has mandated that all new government constructions and renovations must comply with IGBC’s rating systems, setting a public sector example.

Maharashtra is also pioneering the future by drafting the Energy Conservation Building Code (ECBC) Rules 2025 for commercial buildings. The state’s success is concentrated in its urban centers.

Mumbai and Pune lead the net-zero race:

Maharashtra’s leadership is concentrated in its major urban centers, which account for a massive green footprint:

Mumbai: Leads with over 1,700 registered projects, covering more than 1,800 million sq. ft. of built-up area, including a national high of 45 net-zero building projects and 550 certified green buildings.

Pune: Follows closely with over 1,300 projects and more than 2,000 million sq. ft. of green area, including 400 certified green building projects and 20 net-zero building projects.

Mumbai excels in commercial and transit-oriented projects, while Pune has carved a niche in the residential, industrial, and logistics sectors. This diversified growth reinforces Maharashtra’s role as a major hub for resource-efficient infrastructure.

National impact and exemplary projects:

The state’s cumulative effort directly contributes to India maintaining its ranking as the world’s second-largest green building market. M Anand, Deputy Executive Director, CII Indian Green Building Council, stated that this collaboration “accelerated green building adoption and net zero initiatives, proving that sustainability and economic growth can go hand in hand.”

Exemplary certified projects showcasing the state’s leadership include:

Infosys Pune Campus: A pioneering net-zero energy campus utilizing advanced renewable systems.

CIDCO Bhavan, Navi Mumbai: A certified green civic headquarters demonstrating government commitment.

Mumbai International Airport

TATA Bombay House and most major financial and IT office spaces in the Bandra Kurla Complex (BKC) are adopting IGBC standards.

These initiatives are expected to result in measurable reductions in energy and water usage, thereby substantially reducing the state’s carbon footprint and aligning Maharashtra’s urban growth with India’s national goal of achieving net-zero carbon emissions by 2070.

Overall, Maharashtra is home to six of India’s most active IGBC chapters. The cumulative effect of these efforts is a substantial reduction in carbon emissions, energy usage, and water consumption, benefiting both residents and the environment. This success directly contributes to India maintaining its rank as the world’s second-largest green building market.
